		<description>One small detail --  US crude oil _MUST_ be refined in the USA.  Since around 1790 prohibiting pine logs to the English enemy, the USA has exerted strong jurisdiction and regulation of all exports.  There are two lists of controlled exports (EAR &amp; ITAR).

Crude oil is one commodity on the Export Administration Regulation list (ECCN 1C981), and in spite of some recent relaxation to Canada, getting crude oil export licences is damn near impossible.  For more, read:

Not that this makes a huge difference since the US would still be a net importer after OCS.
